Not knowing what make and model your engine is, here is a wild guess! If your engine is managed by an ECU, the reason it does not quit when you advance the throttle quickly is because the throttle position sensor detects the rapid throttle advance, and sends a signal to the injectors to enrich the fuel system for a moment. Sorta like a "double pumper" carburator if you will. Depending on if your engine is EFI, it may be equipped with a vapor seperation tank (VST)for the high pressure end of the fuel system. This tank is a reservoir for fuel to be pumped out of, and unused fuel returned to so that it can cool and not be airated. If this VST system is not serviced, sometimes it will fail most times at WOT and at extended idle periods. Last, most units have small vacuum operated fuel pumps. If they are not working properly, and are in need of service they will not offer a steady diet of fuel to ANYTHING mentioned above, and nothing works as it should. I'll tell you this. If your engine is running lean (and it probably is because of your comment about pumping the bulb to make it run) it is very likely you will do some serious engine damage if you keep using the boat. If your engine is carburated, most of the above info is garbage.
